Keep it simple, add some fullness and a little height, but don't get all fussy. Its too late for this prom, but your hair will remain the same. With any girl, fussy looks like you are trying to hard. Simple will make you look your best.

Your hair is short and it looks bad when your hair is tied up, so just try to go for a shampoo that provides volume and make it a little curly, the more the normal look the more it would look great. It also depends on your face, like I have a bigger face and so up hair would look worse, so it also depends on your face too, so check out how well it would get along with your looks.

I would have to agree try to get some fullness in it. One thing that might help is put some curls in it and then flip your head upside down and brush it and spray it.
